A2P 10DLC ("Application-to-Person messaging on 10-digit long codes") is the US carrier program that lets business software send SMS at scale over regular local phone numbers. It replaced the free-for-all where anyone could point a Twilio number at any phone and hit send.

To use it, you register three things:

5. Missing STOP handling / privacy policy

Your website should include a public privacy policy and a page describing how you handle SMS opt-outs. Some reviewers check.
